COPY command timing information in logstream data is incorrect #4116

A user reported the web-view of command timings was incorrect

e.g. the COPY command shows 7 minutes rather than the command itself taking seconds.

It could be that theses steps are lazy evaluated and are being reported since the time the initial transfer callback is setup rather than evaluated.
