perf(What's New): Move list of news outside of bootinfo

Not a serious issue atm, but might be useful to keep bootinfo light. Should be in a method that is async'ly called when opening the notifications popup.

it's small data tbh. Network call seems like a bigger overhead. Fine if done lazily though.
