Error installing ShapML in windows

I installed MLJ package initially and then tried installing ShapML. It repeatedly gives error saying -
Error when installing package MLJ:
IOError: unlink(<path to Appdata\local\temp> ): resource busy or locked (EBUSY)

This error persists even after restart of the computer(Windows 10 professional).

I was able to install ShapML after removing MLJ package. But after installing ShapML, when I tried to install MLJ, it gave me the exact same error that I got when installing ShapML.
So in someway I am not able to get both the packages(MLJ and ShapML) installed in my computer at the same time

This is definitely an issue in Windows. I created a new environment and installed MLJ and then ShapML. It errored at adding the package ShapML. I cleaned the env and this time added ShapML first. It went smoothly but at the time of adding MLJ, it gave error. The net result is that I am not able to get MLJ and ShapML added in the same environment.

The same process of new environment and then adding MLJ and ShapML works fine on Mac OS. It seems this is a problem on Windows only
