Is your feature request related to a problem? Please describe.

We don't use shunit2 anywhere and we have a number of bash scripts all over the place with the word test in them. I don't want to exclude them all by hand in [tailor].ignore_adding_targets

Describe the solution you'd like

Add an additional configuration option to https://www.pantsbuild.org/2.19/reference/subsystems/shell-setup#tailor to pick and choose which are enabled for tailor.
