Description
The Enable search page clipboard text monitoring settings under Clipboard only works if Enable background clipboard text monitoring is also enabled. If they're two different settings they shouldn't be connected like that in my opinion, because the text monitoring options's default behavior is that it opens a new window.

Why It's Undesirable
If you're making/reviewing anki cards for example, you can easily copy the text inside a definition, and it will update in the search window. However it gets annoying when you just want to copy a word normally, and it opens a brand new window everytime, so it would be nice if that second option still watched your clipboard and updated the search, but only if a search window is already open.
