viewermilestone USERNOTICE not documented

Brief description
viewermilestone events are triggered as USERNOTICE events, similarly to rituals. These are watch streaks on desktop.

Last I heard this was still an experiement

And it's not on all channels.

Experiments do not tend to get documented and may get pulled/removed from the entire service at any time
