debian changelog rule still accurate ? #519

Hi,
I've heard that updating the changelog manually is not recomended, what should be the rule to keep ?
Shouldn't doc be updated then : https://docs.ubports.com/en/latest/systemdev/uploading-changes.html
Section: Update the debian/changelog file
