Trigger rate report should include secondary (group) triggers

The current Dcom is counting 0 cps triggers on channels that have no primary triggers but do have secondary triggers. You can see this on the colored map in the Observe tab.

Better behavior: secondary triggers ought to be counted as equivalent to primaries. (Obeys the principle of least surprise, and also better reflects what would be written to disk.) I believe this would require a change in Dastard, not Dcom.
