Describe the bug

When a queue is registered using the REST API, deleted, and then attempted to be recreated, the app complains that the name cannot be used.

We are no longer pushing updates to v0. This will not be an issue in the upcoming v1 release. Constraint already relaxed with merge of v1 ORM in #463.
