Lets setup and deploy https://github.com/JusticeInternational/RedSol-WebApp for dev

This is done when we have the following:

A CI job that is building the Docker image for this app
A Dockerfile describing the build and entrypoint process
K8s configuration for deployment of the webapp to our dev environment
