Description

This updates the documentation to reflect what clang-format version is required/recommended. It also makes documentation related to clang-format consistent. We mentioned versions in two places, and both had different requirements.

Note: This is a pure documentation fix.

• I did a full batch run using the batch command line argument to make sure all samples still work properly
