Creating new conda env unable to pin #127

It worked the first time creating a new environment and now its not working.
I keep just having to wait for ages and getting the following:

###NV### Tue 2 Nov 10:25:38 GMT 2021 #### END Pinning versions to pytorchgpu-pinned.yaml
