Rails controller exception not reported as an APM error in development environment

We've observed that the agent doesn't create an error event for a controller exception when Rails is in a development environment.
This was observed in Rails 7.0.4/ Ruby 3.1.2 and further testing is needed to see if it's also the case on previous versions of Rails.

Further info:

• There is a config option, config.action_dispatch.show_exceptions that might have an effect on whether the error is created
• We instrument ActionDispatch::ShowExceptions#render_exception, so something about the code path in a Rails development environment doesn't reach this method
