[Bug]: Regression in speechSynthesis/TTS post v12.x

Expected Behavior

SpeechSynthesis behavior should be consistent across versions unless documented, thus returning the same voices listings.

Actual Behavior

Post v12.x, Electron only lists voices registered as SAPI_OneCore

This undocumented change was discovered after updating my app from electron v12 to v27.
