User cannot login netiher can create account

When trying to log in using email the following error is thrown:

Unable to login.
If you haven't created an account, we recommend signing up with social authentication below. If you haven't received your confirmation email yet, click here to resend it.

When you click on the confirmation email link, it doesn't send any emails.
When you try to create the account using that username and email, you get this error:

Whoops, we found 2 problems
Email has already been taken
Username has already been taken
