Change "Latest version" to "Stable version" for packages everywhere #473

Is your feature request related to a problem? Please describe.
"latest" version does not always mean "newest" version. This is very confusing.

Describe the solution you'd like
Document how we use the term "latest" version.

Describe alternatives you've considered
Rename "latest" to "stable" instead?

Must be changed in:

  • repo index
  • package index
  • UI (package detail page)
  • CLI (describe command)

To preven breaking changes, the stable version should be introduced as a new field and the (then deprecated) latest version field can be removed at a later time.
