Program Dashboard: Receiving an error when trying to access #648

Current behavior
When I try to go to the Program Dashboard, I receive the following error:

I believe we changes the project status or project id in the project model during refactor and that may have broken this dashboard.

To Reproduce
Steps to reproduce the behavior:

  1. Go to Reports > Program Dashboard
  2. Click on your Program Name to view the program specific dashboard
  3. See error

Expected behavior
I should be able to see a program dashboard when I select my program.
