Flanneld error adding endpoint

It seems the endpoints aren't being created. Have the latest flanneld v0.21.3 and tried k8s v1.25.3 and v1.25.7 with no difference.

Trying to use a win-overlay network with containerd v1.7.0. I have the latest CNI plugins v1.2.0.
