[Bug]: Issue with Disabling Logs in Netdata #17485

Bug description

I attempted to follow the instructions outlined in the Netdata documentation to disable logs (Documentation Link) but encountered an issue where logs are still being printed.

Expected behavior

After making the configuration changes and restarting the Netdata service, I expected the logs to be disabled completely.

Steps to reproduce

  1. Navigate to the Netdata configuration directory.
  2. Open the netdata.conf file in a text editor.
  3. Locate the [logs] section within the configuration file.
  4. Set the following options as per the documentation:

  5. Save and close the netdata.conf file.
  6. Restart the Netdata service.

level = emergency

Both python.d and go.d didn't respect emergency, alert and critical levels - fixed in #17587.

Disabling a source by setting "source = none/off" doesn't work. We need to fix it.
