Feature request: add a user defined horizontal bar, used as a goal #291

I would like to be able to set a "goal" BG value that adds a colored horizontal bar that I can use as a visual point of reference to know where my BG is. That value is usually 100 but can change depending on my circumstances over time. Right now, the chart is relative, which is helpful in managing highs and lows, but not when working towards a goal. For context, I am on the cusp of pre-diabetes so I aim to average under that threshhold.

I would also like to set a different minimum and maximum BG value for the chart. Maybe this doesn't work for the small display of a watch but it is useful for an iPhone display. In particular, I care about 70-80 and 180 to 220.
