Add Index on sys_dict.dict_type_id to Accelerate Query

Missing index on table sys_dict column dict_type_id might make the underlying query issued via IConstantFactory#getDictsByName slow. Since table sys_dict is mostly read and rarely updated, the performance impact for write operations is acceptable under common cases.
