Should this actually implement anything?

Should this actually implement Handlers, Components and Utilities, or should this only be a specification of the protocol?

I've seen some Rack clones for PHP out there like Phack, Phunk or Soul. It would be a waste of
effort if I reinvent the wheel here. Though I think it would be better if there would be a canonical implementation
which could live in this repository.

I think a Linter class would be good to have here to assure that the individual
compatible implementations implement the protocol correctly.
