Provide ability for a user to create their own Palette (saved to local storage).

Requirements

  1. Create Custom Palette
  2. Update Custom Palette
  3. Delete Custom Palette
  4. Add Color to custom Palette
  5. Update Color in custom Palette
  6. Remove Color from custom Palette
  7. Prevent Modifying Predefined Palettes (X11, HTML16, etc.)
