Issue summary

We would like to get rid of buildjet in favour of our fuzzy machine. Unexpectedly, the current configuration has some race conditions.

The workspace Cargo file is mixed with Forest's workspace Cargo file. Cargo.toml. Full error: https://github.com/ChainSafe/fil-actor-states/actions/runs/6506927548/job/17674105715?pr=183

Fix the configuration, whatever it may be, and once it's done, revert the revert #184
