替代mesos slave不能动态修改的attributes

对mesos slave节点自定义标签的CRUD
发应用/编排时，允许使用自定义标签进行constraint过滤
标签修改删除时，应检查当前没有应用的constraint在使用

对外需要这么几个API即可：

列出所有的mesos slave节点（接收query parameters 允许进行组合label过滤）
对指定mesos slave节点 upsert label（kv）
删除指定mesos slave节点 label
