Remove temp from the required restart element

Everything required for restarting a model should be in dat$run. This way to restart this would be the only additional thing to save in netsim.

temp should be exclusively for within step, inter-module communication. This is the default behavior in EpiModelHIVp where temp is cleared at the end of each step to avoid undefined behavior.

run should be used for inter-step, inter-module communication.
