can not move the [Current] target widget #2

i can move all the other widgets just fine but the main widget doesnt move for some reason.

I've been hearing about this lately that randomly one of the widgets won't move. I can't reproduce it myself though. What OS are you using? I have 8.1 here with Windows 7 virtual machines.
