There is a type of black floor tile that is safe and a type of black floor tile that has encounters, and with the following flagset settings there is a dungeon tile in coneria castle locked.

So, having the trap tiles from northwest castle possible get shuffled into Coneria castle was intended (to troll players).

However, this doesn't look like a trap tile, it looks like a regular encounter tile, so that's weird.

On closer inspection I'm pretty sure what is happening is that it is interacting with "remove trap tiles", which presumably converts trap tiles into regular encounters. So it is a (former) trap relocated trap tile turned into a regular encounter tile.
