Enhancement to make the glossary more prominent

Currently a link to the locale glossary is shown, but many people do not read it, so we as PTE/GTE have to point them to use the glossary.
Improvement proposal;

1. Show a popup once if you open the project to translate, make it dismissible, so it is only shown once.
2. Put a clear text in the popup, to explain why you should read the glossary/style guide.
3. Make the link more prominent, for instance put it into a colored box flashing.

This way you make it more clear to start with reading the glossary first.
