Improve the documentation on how developers and administrators can update a compliance app.

Is the the correct (and only) docs location govready-q-docs/source/authoring-guide/understanding-compliance-apps.html#updating-modules

Should describe the features available up to and including version 0.9.1.38.

Address:

  • How there are tests for compatibility
  • Admin command `python manage.py upgrade_project
  • Settings page for admins
  • Updating apps while developing locally
