Bagnon 10.2.13 Not opening Bank

Please describe the bug.
With only Bagnon loaded, cannot open the bank. Guild bank works, but not regular bank. Tested in both Valdrakken Treasury and Garrison Bank.

Please describe how to reproduce it.

1. Go to Valdrakken Treasury
2. Click on Aeoreon
3. No bank tab
