http://mapserver.org/installation/win32.html still refers to the nmake era. Should be upgraded to cmake instructions

Is this one something for you, @jmckenna ? I don't do win32 installs.
If no one can do this, I guess it is better to remove the whole win32 part from the documentation.

The best place to start is https://github.com/mapserver/mapserver/blob/master/appveyor.yml which has a fully working build process for Windows.
Windows CMake instructions can also be found in https://github.com/mapserver/mapserver/blob/master/README.WIN32

Thanks, @geographika! I added the links to the "out of date" note in the document. @jmckenna, should / could the rest of the document be deleted (I guess there is still some valuable advise there)?
