What has changed in the Win 11 from 22H2 to 23H2 that blur efferct is not usable anymore?

After from Windows 11 22H2 Microsoft removes Blur effect
This is noted in ReadMe's Config.
If you want to use this effect or customize the blur, you need to use DWMBlurGlass.
