Timing-based (using sleep XXX) script synchronization has been a little flaky lately so here's a more robust way to wait for typical events. `run_localnet` now reports in the provided status file where it stands. The driving script can now peruse said status file to query for certain events until triggering the next stages.

- pervasive use of log word instead of status : I think it fits better - add automatic timestamp in log file : this is already useful just to get a feeling of the elapsed time and this might even be useful to debug in CI, should it come to that.
At this point, the file is correctly parsed by the node so that it can start. Still needs testing to see if we're able to reboot the network from the generated configuration. Importing accounts from the configuration does not seem to succed in the default time provided (around 30m). Currently testing with expanded time constraints (giving it 2hrs).
