Separate out validator UI releases

After the bug fix we had to make in 5.0.1 on the validator user interface, we want to have the option to release more regularly on the UI without affecting the release process for the CLI.

Solution

Separate out the release process so the CLI updates are separate from the UI and desktop app release processes.
