Improve flow of upload process

@DanLeehr I'm trying to consolidate the number of steps users have to go through, so:

It's preferable that the page where headers are being read and the page where the rows are counted be combined. Is it necessary for them to be separate?
Do we need user action for validating headers? If possible, after a user clicks the check headers button, they should be taken straight to the problems and solutions page.

1. I think I can collapse the steps together so that if there are no errors, the application automatically steps through them
2. No, we don't need a separate action from the user assuming 1 is possible
