Companies should be notified when a offer they have posted expires, so that they can keep their visible offers up to date.

This should be implemented in a separate service, much like https://github.com/NIAEFEUP/nijobs-locations.
Basically we just need to check the offers that have expired (perhaps once a day) and notify the respective company.
