Allow using GITHUB_TOKEN instead of PAT

Currently this action relies on PAT for checkouts and PRs. Seems like we can get by with GITHUB_TOKEN if we extend NuKeeper cli to accept bot's email and username. That should simplify drastically simplify setup required for this action to run.
