The power of semi-submersible wind turbine is 4.6MW at rated wind speed(11.4m/s), no pitch, roll and yaw. Is the power at rated wind speed equal to 5MW?

Are you referring to the OpenFAST model of the NREL 5-MW baseline wind turbine atop the OC4-DeepCwind semisubmersible? It sounds like you have disabled the platform degrees of freedom, at least in roll, pitch, and yaw; is that correct? What other simulation settings have enabled?

Do you reach rated power if you increase the wind speed a bit higher than 11.4 m/s? If so, I would guess this difference is attributed to changes in the aerodynamics model between the old FAST v7 and newer OpenFAST versions, as discussed in the forum topic (https://forums.nrel.gov/t/nrel-5mw-reference-wt-power-curve/2359) cross-referenced in the issue you cite.
