When I instituted the xml:base attribute to preserve the CTS file structure in the various units, I probably should have added the colon at the end of the top level : as is the case when using Lace to input texts.
So the top level <div type="textpart" subtype="book" xml:base="urn:cts:greekLit:tlg0086.tlg048.1st1K-grc1" n="A">
would be <div type="textpart" subtype="book" xml:base="urn:cts:greekLit:tlg0086.tlg048.1st1K-grc1:" n="A">
