The macro HPX_DEFINE_COMPONENT_CONST_ACTION_TPL is similar to HPX_DEFINE_COMPONENT_CONST_ACTION. The latter can be used with only 2 arguments, where the name of the action is chosen automatically. The former is missing this feature, and always requires 3 arguments.
