This improves the handling of paths when hpx is configured from a subdirectory of another project.
The targets are already visible to other projects in the superproject so redefining the targets results in an error if another subproject includes them.

This fixes build issues. I have not yet looked carefully at install rules, but these changes can be safely merged.
