Introduce generic performance counter type returning an array of values

Currently, the only performance counter type that is allowed/expected to return an array of values is hpx::performance_counters::counter_histogram. We additionally need a generic counter type, where the returned array is not implied to have any internal structure.

This issue proposes to add the performance counter type hpx::performance_counters::raw_values_counter.
