Changing build-type after configure does not update boost library names.

To reproduce: cmake -DBOOST_ROOT=<...>, change build-type to debug, run cmake again. Result: boost libraries are still referring to release build.

This is, regrettably, quite tricky to do, and would require a large revamp of
certain parts of our CMake infrastructure.
