If FOO_ROOT is set after cmake has already been configured, then FOO_LIBRARY_DIR is not set (even if FOO_LIBRARY et.al. are set)

This is, regrettably, quite tricky to do, and would require a large revamp of
certain parts of our CMake infrastructure.
