Sometimes when using PBS it is still necessary to specify command line options specific to a particular locality. This is to enable locality specific command line options. For instance we could allow to have command line options formatted as --hpx:N:foo in addition to the conventional --hpx:foo, where N is the number of the locality the command line option should be enabled for. All other localities will ignore this option.
