Enable micro applications to define and contribute to perspectives

The SCION Workbench allows the definition of an initial layout and different perspectives which can be switched between. This feature should also be provided for micro applications.

Micro applications should be able to define perspectives and contribute views to existing perspectives via their manifest. The contribution should be limited to views (and not parts) so that the perspective provider has full control over the layout.
