I'm new to GitHub and don't know how to use yarn, npm, or nodes, I don't know any terms - I don't even know how to code. can you please walk me through how to set up tproxy?

you cant run a tproxy server directly on a chromebook anyways since im 100% sure linux is blocked for you. find a nodejs hosting site and read tutorials or something also most services do not allow tproxy being hosted on their service so get a cheap $99 windows pc to run this on or find a cheap vps or a free hosting site that lets use use nodejs apps without limit.

could you deploy and use it on Vercel or a Plesk panel? if so how??

vercel is a static site host, plesk idk what that is
