Admin users should be able to enable, force, or disable gravatar support.

Users should:

With gravatar support enabled: be able to use a gravatar in place of their uploaded avatar
With gravatar support disabled: not be able to use a gravatar at all
With gravatar support forced: not be able to change their avatar (forced to use gravatar)
