Resend mail if mail already sent

How can I send a mail a second time if the user didn't receive the mail the first time but a valid request is stored?
Actually the user need to wait lifetime second before.

Hello, i would like know it too ... :) I under 'throttle_limit' but why can not resend same token before lifetime gone ? This is not good practice in my opinion.. Block send mail while 'throttle_limit' is on or resened same token

Why not reduce the throttle_limit? As far as i understood this is a feature primarily to reduce potential spam. If the user did not receive the mail in first place and there is a need for a new mail, then the effect would be the same.
